In no particular order and to start a conversation.

1. Reconciliation of Bills may NOT contain new law but may strip old law or regulations and may not be used to increase taxes.

2. President is given line item veto authority over expenditures. Each line item so vetoed must be voted individually in a separate bill and must pass both houses of Congress with a 2/3rds majority. Presidents are required to balance the budget by this means.

3. Senators shall be limited to 2 terms in office.

4. Representatives of the House shall be limited to 4 terms in office.

5. A senator or representative may not run for the other chamber of Congress unless 10 years shall have passed after they left office. Campaigning for office is only permitted after the 10 years have elapsed. Appointed office resets this clock back to the start where the person holding that appointed office as if they reached the term limit for elective office for Senate or House.

6. Impeachment of the President if it fails the 2/3 vote in the Senate that both the Senators and Representatives that voted in the affirmative are hereby immediately removed from office and are permanently barred from serving either in elective or appointed office again for the term of their natural lives in the Federal Government. A new election shall be required to replace such senators and representatives removed by such action.

7. The Senate and the House are required to base budgets on 98% of the prior year tax receipts. Any budget that violates this unless in time of declared war against a foreign state shall result in all senators and representatives that pass such a bill to be removed at the end of session of Congress. A Congressional session is defined as the term of office between the 2 years required for election of members of the House. Any senator so removed before end of term shall require a special election. Any person removed by this provision shall be barred from holding either elective or appointed office in the Federal Government for the term of their natural life. Any tax receipts above and beyond this shall be used to pay for retirement of federal debt. Servicing of the Federal debt must be accounted for in a balanced budget.

8. A senator or representative may not draw renumeration from the Treasury after leaving office for any purpose whatsoever.

9. Congress may not pass law that exempts them from the requirements placed on the people. Any such law that exempts Congress is null and void.

10. Border control is a military operation and securing the borders of the USA the responsibility of the Armed Forces of the USA. No rule of engagement shall prohibit or limit use of lethal force to refuse entry at the border by the Armed Forces of the USA. Legal entry into the USA shall only be allowed at a legal defined port set in law.

11. Funding for the Armed Forces of the USA may not be redirected to civilian use. Salary of the lowest rank of the Armed Forces of the USA may not be less than a factor of 5 of the salary of a Senator of the USA. Example given is that if a senator is paid $200,000, the lowest rank in the military may not be paid less than $50,000.

12. Executive orders may not create new law or allow for additional expenditures in the absence of a bill. The only exception are military expenditures only.

13. A person defined as a Citizen of the USA must be born of parents of USA citizenship or naturalized following due process of law.

14. Debts incurred by the individual states may not be assumed by the Federal Government.

15. States are required to purge voter rolls of persons no longer alive or registered in another state. No person may vote in an election in more than one state. States are required to share voter information with all other states in the union for purposes of voter roll maintenance. The process of purging is required 6 months before a new election for a Representative of the House.

16. No agreement with a foreign power not ratified by a 2/3rds vote of the senate is enforceable and no person shall be compelled to comply with such an agreement. Any foreign agreement or treaty that impinges on the rights and freedoms of a person of the USA within the USA borders is unenforceable if the USA constitution is violated. The Constitution of the USA may not be amended or impacted by treaty with a foreign power.

17. For judicial appointments and appointed executive branch offices the Senate is required to have a vote of suitability of said candidate. Any appointee not voted on shall be deemed as appointed to office as if a confirmation vote for requirements of said office had been held.

18. Judges of the USA are required to leave office after attaining the age of 80 or if medically incapacitated. Judges are required to get a certificate of health that shall be available for public inspection. Judges of the USA other than the Supreme court may not serve longer than 20 years in office. A judge after limit may continue to serve as a Magistrate of the court under supervision of the Appellate Courts. Any judge so retained may not take part in any appellate case. The Supreme court of the USA is required to have no more than 9 sitting justices and no less than 7 with the number of judges equal to 7 or 9 when all seats are filled.

19. No expenditure may be made from the USA treasury if a bill authorizing the expenditures are not passed every two years.

20. No taxation law is permitted a sunset provision. All taxes passed or repealed require a majority vote of both houses of Congress and signature of the President to take effect.
