I'm not sure how the law works in the US, but in Canada, law enforcement is required to offer medical assistance to anyone in their custody should it be necessary. But, just like the handling of Renee Good, they show absolutely no concern and make no effort to determine Pretti's injuries and render any aid. It's like they're LARP-ing as soldiers in combat.

In hindsight I don't really know what they guy was doing clapping. It could've been anything, but I can see the last of the gun shots from that angle and those guys were in the middle of the street by then so not looking good.
