You're right, but go and listen to it and it will confirm what Richard Vandersteen has been telling John Atkinson all along: he's measuring the Vandersteen speakers incorrectly. It has something to do with the 1st order crossover and the time and phase implementation. Also, Stereophile's measurements aren't full anechoic, so... See the link below for a better explanation. Apparently (so they say), Atkinson never adopted Richard's request on measuring the Vandersteen's properly, so every time they post their measurements they are incorrect.

As for the off-axis, unfortunately that's a downfall of the first order crossover if I am not mistaken (please correct me Dennis if I am wrong). Vandersteen's are very finicky with setup and placement, but when done properly they'll blow your mind.
