Fire Station Audio System Help!

Ok, I am trying to set up a audio system for my firehouse that will cost more/less than 600 dollars. Here is the system I would like to use.

My question is, can I use all 12 speakers at the same time? Will the amp and speaker selector be able to handle it? I do not need it to be incredibly loud, just loud enough so you can hear the firehouse scanner.

I can't vouch for the units quality or durability, but it does have switchable impedance matching.
So, yes it will let you connect all 12 pairs of 8-ohm speakers to one amplifier.
 
I was just curious because when all the zones are enabled on the sector the impedance is measured as like 1.7? Does that matter?
