The UK (and most of the rest of the world really!) have "Freedom of Expression" - rather than US style "Free Speech" - which means you can have your opinions, and you can express them, but there are limits, and hate speech, incitement are likely to get the perpetrator into hot water.
It is more of a "you are free to swing your fist, as long as it doesn't actually land on anyone" - the US libertarian approach to speech has been reviewed by most other societies around the world, and the general response has been "yeah I see what your doing there, no thank you!".
