The active cable will still work. Unless your computer has an HDMI 2.2 port which is unlikely it will not power an active cable. All the others are 30ma by spec. and can't be higher. So if not a 2.2 spec HDMI port you will need and HDMI voltage inserter. A USB inserter is no good, you need an HDMI voltage inserter.

Searched around a bit and decided to get this from Ruipro directly. Which cable would you recommend from this list (PC to AVR, unable to figure which one to pick up).

This cable. You might as well get the most up to date cable.

The voltage inserter are usually powered from a plug in transformer, but from the US that will be the wrong voltage for you. So you need to power it from a USB port. How much current can the USB ports of your receiver provide?
