Although the version by H.L. Menken also has some appeal: “People deserve the government they get, and they deserve to get it good and hard.”
On the other hand, if the quotes above are "true" in some general sense, perhaps Russia
needs a government it doesn't actually deserve, namely, a government that is honest, transparent, respects human rights, and is not fixated on fairy tale versions of history.
