The next step is to limit the size and scope of Federal agencies to what’s authorized by Congress. These agencies have ballooned in size and are performing duties they were never intended to do. We have over 400 Federal agencies, how many do you think were authorized by Congress or Presidential order?
All Federal agencies are created by Congress and not through a Presidential order. It's pretty easy to find that out.

Federal agencies have steadily grown in number and importance in the United States, and they affect a wide variety of social issues, such as telecommunications, the financial market, and racial discrimination.
