You should have complained to eBay via the Resolution Center and you would have got your money refunded.
I have been an eBay member for 17 years. I was reimbursed twice, once for a non receipt of an amplifier, and the second occurrence for a tape deck which was damaged in transit because the seller hadn't securely packed the item. In this latter case, I only had to pay for the return shipping. The seller didn't want to refund, but eBay refunded me the full selling price including the shipping cost.
As a matter of fact with any situation, if you don't ask, you never know what is possible.
