How important is it to have quality coaxial cable from the wall to the cable box? The reason that I ask is because if you have crappy cable throughout the house (apartment in my case) this would have no effect, right? Is it necessary to run the coaxial cable through the video circuits on the surge protector to prevent surges?

Your thoughts are correct. The cables in the house is it but they do get you a good signal, not to worry. So, just get something equivalents if there are no cables there to the box. Radio Shack usually is quick to get some.
It shouldn't hurt to run the cable throught the surge protector.
