Don't think it was a highway. The AP article described the situation as "a busy Denver street in a snowstorm" at night. Official statement from the Denver PD was that the jaywalking caused the accident. A more recent article suggests that the PD might revoke the citation, but that would obviously be for PR purposes. The bus driver is a dumbass.
