is getting a fluance 200 5 speaker package good quality.. then get cheaper reciever and wait later to get sub good sound quality??

For best value, I recommend Behringer B2030P 2 way monitors. As I have analyzed/measured these, and they are higher in quality, in both physical and measured aspects, than anything else that is even twice their cost, that I know of at this time. Being an unusually good product, and at their respective cost($390 for 3 pairs to use in surround sound), I can't recommend anything else for maximum value, when the budget is being pushed so tightly. You will not do better for the price. You will not even find a match for the price. Note: like most mass produced speakers, these do have some small flaws that can be corrected for better performance. 10 minutes per speaker is all that is needed: stuff like putting a spot of glue on a part that may vibrate/rattle and sealing up an air leak with some putty like material. Or even replacing the internal acoustic absorber material with better quality stuff. These kinds of problems are typical in many speakers - but should always be corrected for ideal performance.
The best value subwoofers I know of at bottom line price are the Dayton powered subwoofers at
www.partsexpress.com ; ideally use a pair of the 10" or 12" ones for best sound quality. A single unit will work in a small to medium size room, but two will provide for greater LF output potential and smoother in-room bass response, as compared to a single unit.
Choose any high value receiver in the 250-350 dollar range from a brand with a proven product in this range such as Onkyo or Yamaha.
