So, that is an 8 year or newer receiver. It has either been abused or had a short life. I suspect that the device was connected to an active cable, and like so many they did not realize it needed a voltage inserter and so blew up the video/HDMI board. Receivers, and AVPs only have 50 ma max on pin 20, whereas active cables require 300 to 500 ma. Some HDMI outs labelled 4K HDCP 2.3 should be able to provide that, but not all do. So you have to be careful. That would be the most likely reason for what you have run into.
