Because it’s a violence problem, period. The term “gun” violence from the gun haters puts too much emphasis on the gun being the problem.
I’m not saying it’s the end all be all but sharp situational awareness skills are important.
And you’re right, there is no excuse for not knowing the laws and all the different states but that’s not the point.
You can't directly address a problem unless it has been identified, in specific terms. A 'Violence prevention program' is far too broad of a name and if it ends up in Congress, it will probably extend to telling people to stop stepping on ants. The problems involving guns are clearly based in human behavior, but the fact is, people are acquiring guns when they shouldn't and they're not being strongly punished for it in far too many cases. It's too bad someone can't come up with a way to make people violently ill when they touch guns illegally, like the drug for alcoholics, Antabuse.
Situational awareness only does so much- often, it allows the victim to say "Oh, damn" before they're shot, but it does let them prepare for someone coming if the attacker (hopefully) isn't armed. In open spaces, it works best but in places where lots of people have gathered or many objects could block the attacker, it's great, but of limited value. That said, people need to get their faces out of their phones while they walk, enter buildings and get into cars. Or drive, in drive-throughs, grocery store checkout lines.....they need to pay attention.
The problem for legal gun owners WRT any kind of future gun control is that government refuses to see the real issue of criminals intentionally violating laws- to hear some (like hizzoner in Milwaukee), they can't even conceive of the notion that someone would illegally acquire a gun and use it, nor does he have a clue about where they get them. Nice enough guy, but clueless. Congress, OTOH, needs oxygen (for various reasons).
