You need to design your surround system to be a surround system and the other areas need to be designed with appropriate audio for those location. It sounds like you are making a case for "If I throw enough speakers into the space, it eventually will sound great!" - which just isn't the case.
Properly plan your areas and spaces and get the gear that is appropriate to the design. It seems like you have two TVs, side by side, that may be showing the exact same thing, for some reason, and no real way to listen to them separately. Perhaps there's a way to view different things on them. But, audio in the general use space likely should be stereo, if not simply mono so that everyone can hear clearly what is going on.
The theater space should be the focus and use of the surround receiver.
Of course, we then get into the headaches of current content not supporting 2-channel audio along with surround sound at the same time on 90% of new sources.
