The smaller gate drastically reduces leakage current which reduces power consumption. Of course there is more to it than just shrinking gate size. As the gate shrinks so does the gate oxide. The gate oxide used in a 45nm process will be different than in a 65nm process. There are probably numerous differences between the two processes that improve performance and reduce power consumption.

I saw something the other day that said there was a price drop coming in April, and that may or may not have anything to do with the new Cell processor.
