I was thinking the exact same thing before I finished reading your comment. That said Starlink most likely has most of the systems in place and would likely be the lowest better based on that alone. At the same time we do have federal laws about bidding on large federal jobs and those need to be followed.

Starlink is space-based satellite communications that is controlled by Musk. How will that help aviation? Are the FAA comm structure capable of adapting? How long of a time period, at what costs on an ongoing basis? Isn't Starlink for internet and phone calling? Will aircraft need retrofitting as well? Who pays?
Still needs bidding.
Conflicts of interest matter? Can and would Musk shut it off at will?

It's already being seriously considered. Senior FAA officials refused to sign on. No indication why Verizon is not good enough.

FAA already has the contract with Verizon. Whoever is in charge wants to cancel it and just award it to Starlink.

Liked your justification for this despite being a case of cutting feds out so Musk can profit with his new systems in place. If this were at all justifiable than Musk would be an arbiter for private bidding from outside companies at a lower price.

Verizon got a contract with FAA in 2023. So, it is not an old system, but then we don't know the details of the contract, what is replaced or updated. We also don't know the details of Starlink system. Everything through satellites? Will Starlight stand up to an EMP attack? Will it meet the needs of FAA?

Or, just a boondoggle by Musk.
