What? I have two HDR capable Windows PCs and they work just fine transmitting HDR to my displays that support it. Same with my Shield TV. I have three of them and have no issues on that front.
What actual problems are YOU having? There are TONS of options in the Shield and Windows when it comes to color bit depth, resolution, frame rate, etc. so you have to be careful what you pick.

People don't know what HDR is and how it looks right!
they don't even have HDR calibration.
you need to keep in mind that PC players are currently based on passive encoders
and NO rec 2020 NO rec 2100 NO rec DCI-P3
( sooooo win can't transfer UHD ) !!!
not suitable for dynamic encoding
and change each image according to the movie light
and so many movie quality are in problems !

Why the bad quality in computer players ?
1. Years ago, people didn't know what quality was, and they got it for free!
2. It was not worth investing money in developing that player in pc for free
3. Dynamic coding - requires good computers, lots of processors, processing power, processing commands!
Engineers who spend many days in development are coded
4. People Wanted all free and were not willing to invest in expensive computer, expensive software !
