I'm a college student, so my budget is no more than 1500$.

Is this a good build? Wha can be changed?

It'll mostly be used for home enterntainment, but I may attach it to my pc/laptop to play music as well. It's an isolated room, and it's a fairly decently sized room. If anyone can help out here, maybe make a better build that would be amazing thanks!

But it's on tiger direct for 499.99, so the 899.99 would be null and void.

If the Polks sound good to you, that probably isn't a bad system. The sub is lacking though, but if you are going to be in a dorm or apartment, that might not be a bad thing. That setup wouldn't be my first choice for 1500, but I don't think it would be bad. Here is what I would get for 1500:
Front speakers: Infinity Primus p163 x 2 = $170 shipped
center speaker: Infinity primus c350 = $200 shipped
surround speakers: Infinity Primus p143 x 2 = $120 shipped
subwoofer: Hsu VTF2 mk4 = $582 shipped
AVR: Yamaha RX-V671 = $400 shipped

5 each of the Boston A-26 speakers - and use one of them
as a center channel. The grill is black.
