Boys will be boys, and have played w/ toy guns every since there were guns. Also swords, knives, army men, fighter planes, etc. To me, it is much easier to separate harmless play from activity indicating concern, than the current media seems to think. It goes back to the media, (including talkshows and pundits), fabricating issues for money. For whatever reason, I guess it was the school's judgement this incident was an activity indicating concern.
