VP is the 'decider' only as the tie-breaker in the Senate (interesting that you used a word W was derided for) but POTUS can enact legislation if Congress can't get it passed and the fact that he WAS President of the Senate for 8 years, as well as being a Senator for 39 years, means that he knows what can & can't be done. My problem with that comment is in his way of telling the reporter that he seems to think he's a damn king, or something.
Trump effed up, big time. However, the methods being used now and the long-term damage will be hard to overcome.
