There was a time when quotas weren't needed,

I doubt that is correct. There was not a quota for immigrants back then, probably in the early 1900 or late 1800s for his grandparents. Unless he is very young and his parents married at an early age and kids followed shortly afterwards?
We were growing and needed the skills and manpower they could provide. They manned out factories, opened stores and did all they could to "blend in" with the existing fabric of the nation. IOW, they didn't ask for handouts. They came to work, learn the language, blend in and contribute to the growth of this country.
I don't recall this being much of an issue before we started providing social services for them. There was no incentive for them.
When, within hte past fer years, it got to the point that they "demanded" we supply free medical, multilingual schools and government agencies and virtually all other services, they became less of an asset and more of a burden. Anchor babies were the nail in their free ride coffin. The tick is sucking our lifeblood iand gorging itself to the point that it can easily kill the host.
It became obvious that we cannot support the whole world and quotas had to be set. Unskilled labor is no longer the lifeblood of our factories. All the factories have been relocated overseas so the need for unskilled labor here is greatly diminished. It (unskilled labor) is migrating into the low paying sectors and illegals simply drive down the wage scale to levels that cannot support a person living legally. Now, unless they have a needed skill which cannot be matched locally, there is no need for them. It seems the Asians, Europeans and Orientals have no problem meeting these demands and, it seems they ask no special concessions from us.
And, if one is incapable of learning the language of the land, how can they make a claim to having any marketable skills at all?
We don't have enough jobs for our own indigenous unskilled labor force. We don't need to import unskilled illegals that will work for lower wages than one can live on and drive the wage scale even lower, and simultaneously drain our social services resources. Pay a citizen $10.00 instead of an illegal $6.00. So what if the guys in the McMansions have pay more for their construction and landscaping. That's not my problem. So, they will build smaller houses and buy a lawnmower and do their landscaping themselves. It'll do more to build up the dying middle class in this country by equalizing the wealth.
