I might have read his post wrong, but I took him as meaning that Russia has the most out of the countries that were listed - Russia, China, and North Korea. Russia certainly has the most out of all of those.

Most of the reports I've seen show that Russia has a larger number. Not that it matters when you're talking about 10k vs. whatever. 10k is more than enough.
