Have two sets of hpm 100 speakers, one set is 100 watt and the other is 200, my question is is the crossover the difference in power rating or the drivers or both as they have the same part numbers on the back of the drivers

The crossover is on the back of the terminal cup so you could look at them and tell us. On my pair I replaced the spring clip connectors with regular binding posts (5-way or whatever they call 'em) so I saw the xo but never had a chance to compare them as you might.

Plan on modifying all four xo's to bring down the woofer xo frequency so will compare at that time and repost my findings

The same model of speaker came with different specs at different times? As was said maybe take the speaker apart and confirm particular drivers and xover construction but max wattage ratings mean little in any case; difference in a speaker handling 100w vs 200w is merely 3dB in any case.
