How much tweeter do I need with a 200 watt 12 inch pa speaker?

Sure. Why not? It's not like you'll be feeding it the same power as the woofer, assuming you've got a proper crossover, and that subject has already been covered.

Would you say that is the proper wattage on the tweeter and what would you say is a good crossover if you can give me a link to buy it from.

What do you think of this plate amplifier would Still need to buy or use a crossover with this? It has LF and HF one for the big woofer and one for the tweeter.

As TLS mentioned you need to model the woofer and then design a crossover. If you go with an electronic crossover you need an expensive plate amp with the features needed. You can go to http://www.eminence.com/ and research and partsexpress has some crossovers for their drivers, but IMHO just buy a finished speaker until you read up on speaker design.
