My father is buying a new Philips TV, model PUL7975/F7. He would like to have a single bluetooth speaker close to his chair, as he is hard of hearing. Can he listen to the TV speakers and the bluetooth speaker at the same time. He doeasnt want a soundbar and he doesn't want to turn the TV volume up and bother other in the room.

You can try, but I bet there will be insurmountable latency issues between the TV and the Bluetooth speakers.

I’ve purchased something like these for my father in law. RCA to the base, and RF wireless to the listener.

Sennheiser has some other options too.

I took a look at a manual, it doesn't appear to have inherent bluetooth capability except via a Roku app:

"Mobile Private Listening on the Roku mobile app lets you listen to streaming
programs and "over-the-air" TV programs from the Live TV input on wired or
Bluetooth headphones (not provided) connected to your IOS® or Android™ mobile
device.
"

The other ways to output audio are on this page of the manual https://www.manualslib.com/manual/3755364/Philips-43pfl4775-F7.html?page=155&term=audio&selected=7#manual

This will be the issue and become a major nuisance. I've tried on several occasions to help with this type of setup and not once has it worked out, just better off with one or the other..

Seriously, I have no life.
Roku has a streamer model that includes a 3.5mm jack on the remote for ear buds, headphones, etc.

One of my customers has hearing problems and since they don't use Zone 2, I was able to connect the transmitter for a set of Sony wireless headphones- the universal remote has a button for using the headphones, but there's no harm in that being active constantly andall he has to do hwen he wants to hear the sound is turn the power switch that's on one of the ear cups.
