Dolby Restricting Use of 3rd Party Upmixers on Atmos Products

I use DTS Neo Cinema upmixer for 2.0 content because it spreads the sound well.
Is this still an option in new processors?
Does Auro work without height channels?

Yes but Dolby Surround Upmixer is awesome! DTS Neural is good too.
