Tab-tensioned is nothing like this and I have no belief at all that this would be the same thing. I currently have 3 tab tensioned screens and the way they work is the same. There is a heavy steel bar at the bottom of the screen and strings go up the side of the screen through 'tabs' woven into the supports. It literally puls the screen in all four directions - up, down, left, and right and keeps the screen flat. They can, and should last, for years and years without issue.
Comparitively, I've never seen a non-tab-tensioned screen last more than a few years without developing waves in the fabric, and a basic fiberglass screen, such as the one you linked to, is no less likely to develop waves over time.
I would go with a manual, cheap screen if my budget didn't afford tab-tensioned and my space required a roll-up screen.
Always best is a permanently fixed screen.
