With your budget you're gonna have to live with some serious compromises.
You'll be lucky to get a decent amp/receiver and two decent speakers for that budget. Get a sub when you have more $$ and the DAC after that.
That toy amp you're looking doesn't have the stones to do any sort of bass, particularly from those speakers you're looking at. The least expensive NEW unit that has the cojones to do any bass I'd consider is a Sherwood 4105 receiver which sells, with a 2 year guarantee, for around $100.
But, if you're feeling froggy, you could be scouring Craigslist, pawn shops, thrift stores, rummage sales, garage sales, anything you can think of, even Ebay, for a decent, clean, working used two channel receiver, even from 30 - 40 years ago.
In fact, you might want to see what used speakers are out there while searching or a vintage receiver.
