No it's not, it affects only some models from a certain year. Manufacturers are fixing these flaws with successive models. Onkyo, Yamaha are two brands that had that problem in certain models of their receiver's lineup.
The new Onkyo 07 series don't have that problem, so as their older 05 series.
The new Onkyo TX-NR807 is just about to hit the shelves.
It should be without any video problem. The TX-SR607 is not having the past problem of it's predecessor. But I'm not sure to which point it was similar to the 806. But if the 806 and 606 employed the same Faroudja video chip (Cinema), and the implementation was similar, then they both exibit the same problem about the Black & White color levels. And they might both exibit the same 'blue dots' annoyance on the owner's TV displays.
But this not a break deal for many people, as it is not a major flaw, but one nonetheless for people in the know, like me, and several more.
* But many people are not concern enough by this with their 806. It is not an obvious discernable flaw, it just makes it harder to properly calibrate your display, when using the HDMI video connection going through your 806.
But then, about 99% of people don't ever calibrate their TV displays.
