Is the screw holding your plastic plate the same as the ground pin as far as grounding? Or not always?

It will be unless the outlet is an isolated ground type. Typically those are orange in color, and easily identified.

Probably use an ohm meter to check. Gotta get another multi-meter though. I'll get one now. I haven't replaced the one that went bad yet.
