Movies that are so bad they're good.

I think Ishtar does qualify as a so bad it's good movie, but it does flirt with being just plain so bad it's bad, lol.
Ishtar is largely misunderstood. here's good review that helps to explain the point:
The movie had more than a couple of times where I laughed my ass off.

There’s a fine line between the cult movie favorites and others that are bad-but-good.
Attack of the Killer Tomatoes, Attack of the 50 ft Woman, Manos (to be certain), They Saved Hitlers Brain… so many in the cult category.
But then you have campy movies too… and that’s where I put fifth element, Buffy, Earth Girls Are Easy, and the like.
Did a lot of all of those movies in High School and College.
Oof.
Some of those movies are just so bad… I want my time back!
That's a good observation. There is a fine line and I agree with your camp category. They almost fit as SBIG, but I think they're a little bit more self aware and they intentionally lean into it. One of my favorites like that is "Kung Fury"!

"I was struck by lightning and bit by a cobra and became "Kung Fury", the Kung Fu cop!"

"Laser Raptors! I thought they went extinct thousands of years ago!"

This short movie knows exactly what it is, and does it so well. An excellent example of intentional camp and cheese. I strongly recommend watching. It's one of my all time favorites.

Now that I’m thinking about it, just about any of those SyFy channel movies, espically the ones involving Asylum fit. ;) and let’s not forget the Sharknado!

another in my not cult, yet bad-but-good is How High.

Have you seen Kung Fury? It's an absolute must watch for any fan of cheesy goodness.

absolutely.
Outside of Killer Tomatoes, though and the High School nostalgia that goes with it for me, I don't rememeber most of the cult movies. Fortunately Manos (both the real movie and MST3K) or Saved Hitlers Brain were dulled by copious use of a bong... but even that latter one was truly a horrid and wretched affair. When we got finished watching it, my friend who was studying Film even apologized.
Strangely/sadly, movies like Buffy or Clueless still occupy real estate in my brain though.
I will say Paul Reubens in Buffy was awesome! Best death scene.

Manos is SO bad, lol. A warning to the uninitiated, once you've heard "Torgo's theme" you can't unhear it... the theme starts at about 34 seconds in.

Oh geez, how'd I forget "Reefer Madness"! It's a horribly inaccurate propaganda scare film about the evils of "marihuana". Apparently smoking pot turns you into a hallucinatory, violent, raping, murderous madman... It's hilariously bad!

What about "The Room"?
The Room is arguably one of the best ones! It's right up there with Troll 2 for a lot of people. It's so bad it made Tommy Wiseau famous!

I haven't thought about Samarai Cop for a long time. Truly one of the best of the worst.

Let's not forget about the MCU before it was... well, the MCU!

Captain America 1990: Steals a car scene. This is actually pretty funny.

Dr Strange 1978

Fantastic 4 1994! (Tho some would argue it might be the best one, lol)

All of those are so bad they're good! I've actually watched them all too, and they were all made on shoestring budgets. I think Fantastic 4 was definitely the most entertaining. It has an entertaining back story too. It was never meant to be released and was rush made solely to retain the movie rights. At the end of it the studio actually paid a lot of money to not have it shown. There's a lot more to it, and an interesting story in itself if you look it up.

The cast and crew however, had no idea and thought they were shooting a legit superhero movie and you can tell. As bad as it is, it has heart and you can tell everyone was trying. It's arguably the most comic book accurate Fantastic 4 of them all, and it's definitely the best portrayal (if maybe the goofiest) of Dr Doom we've seen on film!

I couldn't agree more with Paul Reubens performance. That's why Buffy makes the list for me.
