Well, I think they can handle this at that age; in some societies at that age they're already married/working/fighting wars. I think a little nudity is well within the capabilities of a 16 year old to be okay with or not. I think Americans tend to be quite prudish and it has always amazed me but I guess its the puritanical roots. Her parents may have signed off on it, but I'd bet it was her decision; if she were forced into it by her parents for the paycheck, that I'd have an issue with (or if they spent her earnings on themselves without her permission).
In any case that seems to be the only time she did it (got it out of her system or didn't like the consequences, who knows?), at least from what I find in an image search for Thora Birch nude (some of the usual fake celebrity porn stuff but only the American Beauty pics otherwise); couldn't find her own comments on the subject with a brief search either.
