If they were returned, they can't be resold as new by a retailer or manufacturer- they must be labeled as repaired, refurbished, etc. Even demo equipment at B&M stores is legally supposed to be sold this way but that hasn't always been done because retailers don't weant to take the hit on the selling price when they can be repacked to look new. This is one of the reasons the plastic sealing tape has printing on it with company name, etc.
