Powered monitor has build in amplifier, so they will self power. Passive speakers require separate amplifier to power them.

Yes, whereas active speakers have the amp(s) inside the speaker itself.

Stand alone DACs are usually for those who already have an amp for their passive speakers, and act as a minimal pre-amp. Many stand alone DACs can be a fine source for active speakers, tho. I hear very nice things for the JBL LSR305s for the price if that's the size speaker you're interested in, or you can go to their best in their big brother, the JBL M2. Are you looking for a desktop setup or something more for a larger room? Is this for mixing/recording or just playback? Budget? Music source(s)?

So should l get a active speaker and a dac?
It really depends on preferences. What sources you want to use with your speakers? Down side with active speakers is that in years to come when the amp fails you most likely need to buy new speakers, with passive speakers you only replace the amp. Sound wise there are great options in both categories.

What do you mean by sources? And when looking for dacs to i have to match the ohms with the speakers ohms?

Examples of sources: TV, computer, cd played, dvd player, blu-ray player, turntable, phone, radio..
