That's going to be a heck of an engineered product
Should be a piece of cake, for some young, enterprising chemical engineering student. They're first question will probably be "Why does anyone need this?", but that's OK.

So far, I've had the best results, no snap, crackle, or pops, after washing record with my Spin Clean as recommended by Spin Clean, except I let the record air dry instead of using towels. I am going the purchase a Zerostat; and, I think that should get the job done, except for those ground in particles.

Looks to be a highly engineered detergent for specific properties. If it really is used by the library of congress, that is a heck of an endorsement.

NP-40 is a commercially available detergent with CAS 9016-45-9. The full name of NP-40 is Tergitol-type NP-40, which is nonyl phenoxypolyethoxylethanol.

Care should be taken to avoid confusing NP-40 with Nonidet P-40 (octyl phenoxypolyethoxylethanol). Its HLB value is 17.8 compared to 13.4 for IGEPAL CA-630.

This powerful detergent is often used to break open all membranes within a cell including the nuclear membrane. To break only the cytoplasmic membrane, one should use IGEPAL CA-630 (AKA Nonidet P-40).

It is an ethoxylated nonylphenol for non-ionic surfactant and can act as emulsifier and demulsifier agent.

I can't remember if I mentioned this but so far the most beneficial tip I got regarding the elimination of pops came to me from a guy with a YouTube channel about vinyl. He suggested that after using the Spin Clean I let the records air dry instead of drying them with towels. He said drying with towels would put static back onto the records and they would pop. Well, indeed, the records I cleaned did pop when I dried them with towels, so, I tried letting my records air dry, and guess what, no pops. The only thing now is I need to know how to get stuck particles out of the groove. On this matter I've been told to Spin Clean my new records and if I have any pops after cleaning to send the record back.
