1 and 3 are way overpriced. Number 2 sounds decent except that huge power supply.

If you don't game and just need an HTPC then you should stop looking at CL and get an Intel NUC with the Haswell i3 or i5 depending on your budget. Add 4gb of RAM and a 60gb or 120 gb SSD and run Linux (free) or Windows 7 or 8 if you have a licence sitting around unused.

1) Exactly what I said.
2)Re:NUC - by the time you add a special SSD size, ram and cpu - you'd end up spending over $500.

CL's Option $200 is the best bet, last one is still good, but way overpriced. Replacing PSU to more sensible one shouldn't be expensive if you want to make it use less power
