So, I'm trying to figure out what the next step in my stereo should be. Currently it's just a 2channel and I'd like to keep it like that. I have PSB 50 MKII's, and they sound pretty good, but I would like better sound. So I am wondering if a proper 2 channel receiver, a pre-amp or new speakers would be the best option? I will probably be updating all at some point, just not sure which I should do first.

The greatest impact of sound in order comes from speakers, room acoustics, and lastly electronics. Since this is a dedicated 2 channel system, I would audition some speakers and change them before the electronics. Then play with the room acoustics if needed.

If you are wanting better sound, get better speakers. You also, of course, want to make sure that you set things up properly in your room, and that you deal with any serious acoustic problems you may have (as, for example, a noticeable echo, etc.).

As for the receiver, whether that will need to be replaced or not will depend upon the speakers you end up with and how loud you want to play things. But most likely, you will not need to replace it, and will get far more benefit from putting your money in your speakers.

I agree with the others ---> speakers first. Depending on the type of music that you listen to you may also want to consider a subwoofer. It just depends on what you listen to. I wouldn't touch the electronics until you make a decision on speakers and know what the new ones require.
