I am looking for a Sub for my system for around (preferably under) $400 both the SVS PB-10 ISD and HSU STF-2 Subwoofers caught my attention. My question is one significantly better than the other?, and are there other offering I should consider in that price range.

No substantial difference. If you wanted a substantial difference in sound quality(and a moderate increase in SPL), you would have to move to the $650-$700 mark.

The PB-10 is good to 20Hz and the STF-2 will get you good output only to 25Hz, and that is a pretty big difference. The comparable HSU sub would be the VTF-2, which costs a bit more.
