I'm trying to find where/how to complain and get this taken down. I appreciate any help.

I don't get it, how did they do that and how can that be legal? That is completely insane. I would be freaking out as well. That's bullshit. How did you find that? Might need a lawyer?

Google's DMCA takedown would remove it from search, which is honestly very strong measure by itself. trying to fight over domain name with arin and/or reg.ru domain registrar are pointless. Taking down hosted content by eserver.ru VPS is another viable option

Uggh this poop sucks up so much time. Another foreign body scraped our entire site 3 years ago and it took me months to deal with it, all while Google was penalizing us for duplicate content and that idiot was stealing our link juice.
