I hope I can explain this right!

If I was to build a in wall type cabinet shelf to mount my "surround cabinet speakers" in would it effect the sound at all? This way I could avoid in wall speakers but still get a flush mount look. This would be my surrounds of a 7.1 system.

Placing a speaker inside another cabinet will always affect the sound. In-wall speakers are designed for that purpose and bookshelf speakers are not. Will what you want to do work? Yes, so you just have to choose the speakers carefully to get better results, but the sound will be affected to some extent no matter what.

There are a variety of manufacturers that make dipole & tri-pole in wall surrounds. Axiom and Klipsch I have experience with.
