my reciever i belive has always done this. its a older JVC, and i just got new polk RTI10's, but it dosent matter what i have it on, cd,tv,dvd, it just sounds like when you go to a radio station and there is no signal its just that anoying sound, well its that sound but faint, what could be causing this, and what to do to fix it? could it be weak transistors?

If you can hear it from your seating position, in other words your ear not stuck against the tweeter, then you older receiver has a poor signal to noise ratio.

You say you just got new speakers.

Some speakers are more prone than others when it comes to reproducing hiss than others. Generally, a speaker that's tilted towards the high end will be more likely to reproduce the hiss than those that have a more mellow sound.

ok if i turn it up to max it gets pretty loud, but i dont listen to anything even close to max, so i turned it to a bit more then what i listen to. and i cant hear it from 2 ft away. so i guess just leave it. i will be upgrading my receiever in a year anyways.

It's just a poor noise floor coupled with the fact that Polk's tend to have a more pronounced upper end and possibly the Polks are more efficient. If the speaker is more efficient you will be able to hear the noise from the receiver.

would a new reciever fix the problem, or something thats always going to be there? not getting one now, but in a year.

Does that receiver have the EQ on the front? If the levels are set above the center line, it will hiss. Defeat the EQ and see if it goes away. If it does, drop each slider by the same amount and tweak it so you have the same apparent volume with the EQ In/Out but less/no hiss. If you use any other signal processors, like DBX, RG-1/RG-2/RG Pro or anything by connecting through a tape loop, disable that and if it goes away, you have your answer/solution.

no its more like volume down, cant hear anything, turn it full blast and you can really hear it, turn it to what i normal watch movies at and you cant hear it 2 feet away

Then it's normal noise from a pre/pro or an analog source. I wouldn't worry about it.

yea its not noticable at regular volumes, so i wont fuss about it, would have been nice to have it so its clean. but oh well

Most consumer non-high end equipment will hiss when the volume is turned full blast. Noise comes with gain. Ideally, not much but some pieces are more noisy than others. From the sound when you first posted, it seemed that it was happening at normal levels. I don't know the vintage but until about 1990, -85dB was about what you could expect for S/N ratio. In less than 20 years, we've gained 35dB. That's a lot.
