So I have been renting apartments and houses for going on since 1996.
Needless to say, not a one of my renting experiences has been exceptional renting from slumlords, who knows full well of the issue/issues that they list for rent of their leasing and rental properties.

Just had a executor of the properties, I'm renting come to my door. A repair side job guy that works for himself. Gets out of his truck looks at a hand rail that was rotten that I use to walk up the steps. The other day I was walking up kind in a hurry grab one of the hand rails and it gave away.

This repair maintenance guy that the Peeps :DI'm renting from they use shows up, gets out of his truck starts telling me what he's going to do like how much help he was going to need, lol or something.lol

Told him to take up what ever he needed to do to tell the executor of the properties I had nothing to do with it.

Here's the circle jerk he tried to pull me into. Repair maintenance guy goes you live here right I said yeah you saw me walk out the door right?

As he was walking back to his truck he calls out, "ok cap" lol so Me being me, callout out okay dumba$$.

About 20 or so minutes later, the Executor! show's up knocking on my door. lolo causes as they do slumlords starts pointing a finger proceeds to tell me how it was going to go down.

Guess he went crying to the executor about how polite I was. After that mess of back and forth between the executor and I.

We did a walk through of the place showing the Executor of the issues in the apartment. I'll stop there but here are a few more photos for you AH members to ponder upon.

Now on top of all of what is in those photos, Since day one the Central AC unit has never worked properly many times the executor has sent an AC repair guy to put freon in the AC.

The condenser/compressor went out completely last December. The AC guy  finally came to replace the condenser outside with a used condenser. He did replace the filter on the high side line charged up the unit with 6 lb of freon. That lasted about 3 week's.

Before he left he and I where discussing the issues, was more than likely to evaporator core leaking up in the attic. Plus raise the rent to boot. So beware of scrupulous rental properties.

update: You just can't make this up!
Executor, sent, lets just call him Steve, I watched this "Cap" do the repair on that handrail.

Now he had a tape measure on his hip but he never used it once. This is his work, a few photos of him at his best.

He leaves comes back with a battery powered skill saw. Cuts the rest of the post in-between the upper and the lower kickboard. The new post he put in the ground, used the rest of what is left from the handrails you see on the ground.

Those boards and rails are in bad shape water damage and rotting. Someone had just paint over. This Steve didn't pull one measurement not a one! This is how handyman's down here do their professional services for slumlords.

Had no idea Steve could be spelled with an i. lolo :D

Seriously, I have no life.
The railing is a code violation, maybe. I know that some places have little in the way of codes and inspections- hopefully, your area actually inspects properties and makes sure the codes are adhered to.

Your spot on, this city is a mess! I showed Andrew some photos of a house I was looking to rent fir 650 on the a good side of this lil City's. Andrew's eye's where like... googly eyes! Nice area, but the house really is a trap if yiu know what I mean. natural gas for the Stove, hotwater tank. 24 windows. umm built in 1947.

Tin roof very Rusty, whole house just stinks like who ever was in it, must have had animals inside cats and dogs whatever. That house is definitely not up to code. oh owned by a Cop and a school teacher that teaches School here in town elementary. go figure huh.. slumlords come in all shapes and sizes...

That handyman came back with a battery powered skill saw didn't even pull a measurement he lined up those last post and just cut, then he nailed them in underneath at bottom with a nail gun. He couldn't get away fast enough. I video the whole time from inside of this apartment. Talk about Not one I would personally use.

I watched him the whole time, Not once did he pull his tape for any measurements. He used the old wood as a pattern.

Wonder if he really knows how many of those little line's are on that tape measure? I started to open up the door and ask him if he knew how many 1/6th where in a inch. But since he went crying to the executor of my politeness didn't want to get in another circle jerk with that clown.
