This application will probably be very useful in many  smaller screen LCD TVs, let's say 12" 15" that are being widely used now by Hospitals.
I suppose for hospitals use you need to have a wired control that will swivel the screen up/down/left/right so patients can adjust it to a confortable viewing position.
I am sure there are many other applications including plasma TVs to be operated by an IR remote control.
Let's see, for this project you need:
1)  a Gyro box to interface the swivel arm of the wall bracket with 2 DC         controlled motors, one for vertical swiveling and the other for the horizontal.
2)  an IR remote control receiver with a controlled relay with a quad action to control the left/right/up/down movements.
3)  an IR remote control transmitter.
4)  a specially designed wall bracket
