plasma power cable... in-wall?

Is there any circumstance when it is (N.E.C.) legal to run a wall-mounted flat panel's power cable in the wall to an outlet below? Does an outlet need to be installed when it may be a "temporary" apartment install? What if the association overseeing rental unit installs does not want to pay for an electrician every time a tenant requests to have a plasma or LCD mounted? Also, is it necessary to include surge protection when plugging into a new outlet behind an on-wall display? How is that best done?

to my knowledge it is not allowed. Power cords are not apporved to go in the walls. The best bet is to spend the 50 bucks or so and have them run a power outlet from the bottom outlet right up to the place were the TV is going. I would not do it!

Another way around it is to drop the power cord straight down and hid the wires with some plastic flashing. You know the square plastic that you see some times in comercial buildings.

That is my take on the matter.
