Just read up on how one way glass works. It doesn't work all the time.
There should be a sign outside cautioning would be users to only use this facility during day time, when there is plenty of sun light. And don't ever turn on any lights inside the facility, under any circumstances. At night when it's dark outside, or when it's cloudy outside during day time, avoid this facility like the plague, because passer-bys will be able to see through the glass (more or less).
I think this should be viewed as more of a public arts project rather than a real public facility having any practical usefulness.
