Cost effectiveness is measured by how much it "gilds" his personal image.
A couple of centuries back, the then dowager empress of China, was cornered by her ministries/parliament into funding a Navy which they desperately needed to defend against European "gunboat diplomacy", having approved the funding, she then used the funds to have them built an enormous marble pleasure barge... for the price of an entire fleet...
History doesn't repeat... but it sure can rhyme...
