To the extent I understand Trump's goal, he does not want free trade between the two countries, but rather wants to create a tariff wall to isolate the economies of the two countries.
Trump's talk of merging the two countries appears to be directly at odds with his assertions that cheap Canadian goods are hurting the U.S.
