Yes, getting fat is all about taking in more calories than one uses. There are no exceptions to that. And the best solution is exactly what you say: Eat right and exercise.

As for putting blame, that is not simply a matter of personal choice (though that is a large part), it is also a question of what is available where one is, and what it costs. Frankly, it is cheap, easy, and quick in the U.S. to eat bad things, but eating healthy is either more expensive or more time consuming, which one may have problems dealing with if one has two jobs just to try to make ends meet.

Your comment about corn syrup in everything is very apt; to avoid such bad things, one tends to either buy expensive foods, or simple, fresh vegetables and such that one must take the time and effort to prepare for oneself. And this is, historically, relatively new. In the past, they did not fill most things with corn syrup and other such things that are bad for you. So that is a major reason why more people are fat today than in the past. Simply put, it is much easier and/or cheaper in the U.S. to eat poorly.

Of course, you are coming dangerously close to violating forum rules, as sitting on one's fat *** while looking at Internet web sites isn't going to help one be thin. Presumably, what you really meant was that one should be fat and be proud of it, not blame anyone for it!;)
I can't eat anything with Corn Syrup( because i'm allergic) to almost every American food or soda. So i guess it's not a problem for me. :D
