is there any NAS platforms that can use USB portable hard drives? for any help.

Qnap allows you to temporarily mount USB drives (using the Hybrid Mount app), but you won't want to be a permanent config since you can't install apps, use for NVR recording nor simply protect a raid.
What you could do is to buy in BestBuy WD's easystore 10TB+ USB drives, remove them from their USB shell and put raw drives into a NAS.

I've had great success with my car stereo trimming tools when it comes from freeing a drive from many an enclosure.
